Africa is now also a major arena for that approach. Washington will host five African leaders
on 9–11 July, followed by a and a larger Africa summit in September; Beijing welcomed 53
leaders in 2024 for its China Africa Summit and promised $50 billion assistance plus training
for 6000 army officers; Putin met 17 African leaders in 2023 during Russia-Africa Summit and
wrote off $23 billion of African debt. At the same time young coup leaders in Africa,
symbolised by Burkina Faso’s Captain Ibrahim Traoré, are reshaping the African discourse.
Qatar is already helping Washington by talking to Congo’s M23 rebels, showing how mid-sized
partners can secure leverage without sending troops or huge funds.
